ELIMINATE BUREAUCRATIC TERRORISM ON WE TAXPAYERS

10% Excise tax on foreign visitors:

Whereas terroism by foreign nationals (Aliens) has created a burden on US taxpayers, an intended effect of their attack on the US, Alien visitors should be expected to share in the burden of this expense. Hotels could charge an additional per cent tax on Aliens visiting the US as tourists or for business purposes. Pennsylvania colleges and universities could collect additional revenues payable to the state for foreign students *refugee status* upon application. Corporations which transfer Immigrants to work in the Commonwealth could pay a tax to defray the cost to the Commonwealth of not placing a Pennsylvania resident in that occupation.

In Prague, the Czech Republic, menus available in English charge anywhere from 4 to 10 times the price charged on the menus available in Czech. Those who use public transportation there are issued passes. If an American is as little as two minutes over their pass, they are fined the equivalent of $40, as our daughter was while visiting there in June of 2001. These fines are not charged to Czech citizens. Similar encounters of which we have learned have been experienced by Americans other than just our daughter, so we don't know if this would apply to all foreigners in Prague. Taxi drivers carry charts which explain their rates, but people fluent in Czech are not charged the same rates. Our daughter's experiences there have not endeared the Czech Republic to us, but perhaps we should learn from some of their economic principles. We believe this could be done without the flagrant discriminatory practices one encounters in Prague.

This is not meant to discriminate against any race or nationality, as the same revenue producing methods would simply apply to all foreign nationals *refugee status*. We could encourage the publication of menus in languages other than English by assuring the restaurant owners that they would be well compensated by the increased price, as well as passing on an excise tax to the Commonwealth. In addition, ATM machines and banks could collect a transaction fee part of which would be payable to the Commonwealth when making withdrawals from foreign banks and when exchanging currency. While advertising Pennsylvania as a friendly place to visit, with mult-lingual restaurant menus and free use of computers in libraries (not found in Europe), we could maintain the flow of foreign trade and tourism while removing some of the tax burden from native Pennsylvanians.

Jane.... Allegheny cty. merchants are currently collecting 1% additional tax. With that in mind, fees collected by merchants on a similiar percentage basis could be leived on Alien vistiors. They include: foreign tourist,immigrants,refugees and foreign nationals. !!U.S.Citizens ARE FEE EXEMPT!!

1. Collect tourist fees from foreign aliens including (Refugee Status) in following areas: travel, food, lodging, products, gifts, etc. Our existing TAXPAYERS now have revenue without the burden of ANY ADDITIONAL taxes.

2. fee percentages can be raised on services and goods as bureaucracy deems necessary. 3% PA SALES TAX is now 6%

3. We are not targeting ("Middle Easterners"-"Terrorist"), even though money is of no object to them. All foreigners, not U.S.CITIZENS are "USER-fee-FRIENDLY".

That is the simple three step format. Now to review the pros and cons PRO: Menus in Prague are marked up for tourist, CON: have a native buy you dinner and split the difference as my daughter did... We could go on and on Jane, but you get the drift, I'd buy you coffee anytime even if you weren't a native..heheheheheh, but the terrorist faction won't be seen, they are underground already.
